The Test Management has got two types of handling processes:

a) Procedures
Procedures refer to all activities that are not directly controlled with JIRA (for example: tester has to create Test Case Template when incidentally found a bug). They are executed by people or other software and are specific to your business.

b) JIRA Issue Workflow
JIRA workflow is something you need to define for all issue types related to Test Management. Below you can find some examples of how workflows can look like for given issue types.


Test Case Template Workflow


Simple distinction between active and inactive state. You can define that only active Test Case Templates can be used on Test Plan. Inactive state can refer to Test Case Templates that are no longer relevant to business requirements but you want to keep them (for back link on Test Case or for history).

Test Case Workflow


You can skip 'retest' state if just transition (back to 'open' state) is more relevant for you.

Test Plan Workflow
