By default only users with JIRA System Administrators permission can configure IssueSYNC. This decision has been made due to Atlassian policy. Please read Atlassian's tutorial and explanation of global permissions.

If you are sure you want to delegate managing and control of synchronization to user with "JIRA Administrators" permission, because of size of your company or process you have agreed to, we give you a way to do so.
In order to give access for IssueSYNC's full configuration just add this line (property) " sync.administer.permission=true " inside jira-config.properties file.

Bare in mind it is not recommended to delegate such permissions to those users.

*since IssueSYNC version 1.8.2
